60-day rollover rule: count the days before money moves

The ordinary 60-day rollover deadline ends on the 60th day after you receive the distribution. An IRA-to-IRA rollover must also satisfy the separate one-per-12-months rule; direct payments avoid the personal redeposit deadline. [2] [3]

The short answer

If the distribution is paid to you, the usual deadline to complete an eligible rollover is 60 days after receipt. A direct payment to the receiving account avoids handling this deadline yourself. [1]

The ordinary window ends on the 60th day after receipt. The IRA one-per-12-months restriction is a separate test; meeting one rule does not satisfy the other.

How do you count the 60 days in a 60-day rollover?

The ordinary deadline is the 60th day following the day you receive the distribution. Treat receipt as day 0 and the following day as day 1; count calendar days, rather than business days. [2]

The ordinary 60-day window

  1. Day 0You receive the distribution.
  2. Day 1Counting starts the next day.
  3. Day 60Complete the eligible redeposit by this day.
Count calendar days after receipt. Opening an IRA or mailing paperwork does not itself complete the rollover. Relief has separate conditions; see the IRS deadline procedure and waiver guidance.

Record when you actually received the distribution and ask the receiving institution what it needs to accept a rollover deposit. An account application, a request to send money or a metal order is not the completed redeposit. Check the IRS procedure’s deadline wording if the receipt date is disputed.

How strict is the 60-day rollover rule?

The ordinary deadline is a tax requirement, with relief available only under specific rules. Do not build a rollover around an assumed extension. [3]

If an eligible distribution is not rolled over on time and no relief applies, its taxable part is generally income. An additional early-distribution tax can also apply. Missing a deadline does not make already-taxed amounts taxable again. [3]

If the deadline has passed, collect the distribution and receipt records and have a tax professional check the relief options below. A dealer’s acceptance of funds does not settle their tax treatment.

How many 60-day rollovers are allowed every 12 months?

The usual limit is one IRA-to-IRA 60-day rollover across your IRAs in any 12-month period. Trustee transfers and plan-to-IRA rollovers do not use that allowance. [3]

For an IRA-to-IRA rollover, the 12-month period starts when you receive the distribution, rather than when you redeposit it. Traditional, Roth, SEP and SIMPLE IRAs are combined when applying the limit. [4]

TransactionUses the IRA one-per-12-months allowance?
Traditional or Roth IRA → same or another compatible IRA, paid to youGenerally yes; combine all your IRAs for this test.
IRA → IRA by trustee transferNo.
Employer plan → IRANo.
Traditional IRA → Roth IRA conversionNo; the conversion has separate tax consequences.
The exclusions come from IRS rollover guidance; they do not remove other eligibility or tax rules.

The IRA one-per-12-months limit excludes trustee-to-trustee transfers, traditional-to-Roth IRA conversions, plan-to-IRA, IRA-to-plan and plan-to-plan rollovers. It is not a once-per-calendar-year allowance. [3] See the IRS list of exclusions. A redeposit into the same IRA can still use the allowance.

How do you avoid 20% withholding on a plan rollover?

Ask the employer plan to pay the receiving IRA directly. The mandatory withholding for a payment to you does not apply to this direct route. [1]

A taxable eligible rollover distribution from an employer plan paid to you generally has 20% withheld. To roll over the entire taxable distribution, replace that withheld amount using other money within the rollover deadline. [1]

Illustrative example · Arithmetic only

A $50,000 eligible, fully pre-tax plan distribution paid to you

Gross distribution
$50,000
20% withheld
− $10,000
Cash you receive
$40,000

To roll over the full $50,000: deposit the $40,000 received plus $10,000 from other funds within the rollover window.

If only $40,000 is rolled over, the remaining $10,000 is generally taxable and may face an additional early-distribution tax. The withholding is credited toward tax; it is not a dealer fee or your final tax bill.

This hypothetical is not a customer story, company quote or tax calculation. It assumes the whole distribution is eligible and pre-tax, and uses the IRS general employer-plan withholding rate. It does not describe IRA-to-IRA withholding. IRS withholding and rollover rules.

The example assumes a fully pre-tax employer-plan payment. Do not apply its withholding percentage to every IRA distribution or Roth payment. Ask the payer to identify the taxable portion before a distribution is issued.

What happens if you roll over after 60 days?

A late rollover needs an applicable relief route; otherwise the ordinary tax consequences can remain. The available routes require different evidence. [5]

You can request an IRS waiver through a private letter ruling if appropriate. An automatic waiver and self-certification are separate routes with their own conditions; a late deposit alone is not relief. [5]

Three relief routes to check with your tax professional
RouteWhat must be checked
Automatic waiverAll IRS financial-institution-error conditions must be met.
Written self-certificationA listed cause, no prior denial and timely action once the cause ends; subject to IRS review.
Private letter rulingRequest an IRS determination under the applicable ruling process.
These routes address a missed rollover deadline. They do not remove the IRA frequency limit or make an ineligible distribution eligible.

An automatic waiver requires all of these: the institution received the funds within the rollover period; you followed its deposit procedures and instructions; only its error prevented timely deposit; the deposit was completed within one year of the period starting; and the rollover would otherwise have been valid. [5]

When can you use self-certification under Rev. Proc. 2020-46?

Self-certification under Rev. Proc. 2020-46 requires no prior IRS denial for that distribution, a listed cause for the delay, and a deposit as soon as practicable after that cause ends. A deposit within 30 days after the cause ends meets its timeliness safe harbor. Keep the written certification. [2]

Listed causes include a financial institution error, serious illness of you or a family member, a postal error, and a payment to a state unclaimed property fund. These are examples, not the full eligibility test. [2]

Read the conditions and model letter in Revenue Procedure 2020-46, then confirm acceptance with the custodian. Keep evidence of the cause and the date it stopped preventing the rollover. Do not treat the 30-day safe harbor as an extension available to everyone.

Can you do a Roth IRA 60-day rollover?

An eligible Roth IRA distribution can be rolled into the same or another Roth IRA within 60 days. Roth-to-Roth 60-day rollovers share the IRA one-per-12-months limit; a trustee transfer avoids that limit. [4]

A Roth employer-plan rollover is also a different source of money from a Roth IRA distribution. Identify the source account and ask for matching receiving-account instructions.

Why would a gold IRA buyer avoid an indirect rollover?

An institution-to-institution route usually removes unnecessary payment handling from the move to a gold IRA. This is a paperwork judgment, not a reason to buy gold. [1]

Compare direct and indirect payments, review a rollover with a trustee transfer and return to the gold IRA rollover steps before authorizing a payment.

What else should you check?

Check the account-specific rule and the conditions in each answer before approving a payment.

Can I do a 60-day rollover back into the same IRA?

Yes, an eligible distribution can return to the same IRA, but this does not avoid the frequency restriction. The usual limit is one IRA-to-IRA 60-day rollover across your IRAs in any 12-month period. Trustee transfers and plan-to-IRA rollovers do not use that allowance. [3]

Does January reset the one-rollover-per-year rule?

No. For an IRA-to-IRA rollover, the 12-month period starts when you receive the distribution, rather than when you redeposit it. Traditional, Roth, SEP and SIMPLE IRAs are combined when applying the limit. [4]

What happens if I roll over my 401(k) after 60 days?

Without applicable relief, the taxable part of a late distribution generally remains income and an early-distribution tax can apply. [3] Have a tax professional check automatic waiver, self-certification or a private letter ruling before treating a late deposit as a rollover. [5]

Is it better to leave an old 401(k) or roll it over?

That depends on costs, withdrawal features and the investments you need. Meeting a rollover deadline does not establish that changing accounts is worthwhile. Read when keeping a 401(k) may be better.
